Ibrahima Cheikh Diong
Founder and CEO, Africa Consulting and Trading
Mr. Ibrahima Cheikh Diong is the founder and CEO of the Dakar-based pan-African advisory Africa Consulting and Trading (ACT Afrique Group).
While ensuring the management of his company, M.Diong acted as a Senior Africa Advisor to BNP Paribas in the areas of strategic positioning, access to markets where he also covered the different trades of the BNP Paribas (Investment Banking, Global Corporate Finance, Capital Markets borrowing, Raw materials and energy, metals and mining, Islamic Finance, Project Finance) since September 2011.
At BNP Paribas, M.Diong provided strategic advisory and high-level business coverage support on Africa to various business lines of the corporate and investment banking of the bank targeting African public, corporate clients and Chinese financial institutions.He was also in charge of developing Chinese financing for strategic and structured projects in Africa through the BNP Paribas Board.
Before that, he was Minister Special Advisor of the President of the Republic of Senegal on the issues of China and the financing of major projects. He also served as an Ambassador and General Manager of the International Cooperation of Senegal in charge of the mobilization of resources in emerging countries especially China, the countries of the Gulf and Brazil. As a Permanent Secretary, M.Diong led the implementation of Senegal energy emergency plan.
In 2009 M.Diong has served as Chairman of the Board of Directors of Senegal Airlines (SAL), which he had to coordinate the activities of the steering committee in charge of its implementation, from its conceptualization up to its full implementation (the first flight of the company took place in January 2011).
Before that, he was the Director of the Africa Department at the SFI, where he has led an innovative program aimed at increasing the access to financing and consulting services adequate to the Africa small and medium-sized Enterprises (SME) with one-stop shops of SMEs known under the name of “Centres de solutions des PMEs”.
M.Diong has also held the position of Regional Coordinator for Africa of the program of the World Bank, Public-Private Infrastructure Advisory Facility (PPIAF), helping African governments to put in place a framework of adequate investment to attract private investments in their infrastructure.
Prior to joining the World Bank Group, M.Diong was a member of the Third World cabinet in council in management, Booz Allen and Hamilton (BAH), where he led the privatization pane in sub-Saharan Africa. To this effect, he participated in the first privatization efforts of many African countries. Before BAH, M. Diong has served as an independent consultant for a number of private organizations, bilateral, multilateral and international NGOs in several strategic sectors and relevant to the development of Africa.
M.Diong was Director of the Environment Department of the Agency Pan-African Research and Consultation (Park) and the Hydraulic Department of the African Network for the Integrated Development (RADI) both based in Dakar. During his stay in Taipei, it has established a Cabinet of Council Africa Consulting in Taiwan (ACT), whose main purpose was to advise Taiwanese business men on investment opportunities in Africa.
M.Diong is a graduate of the prestigious Columbia University in the city of New York with a Masters in International Relations with a specialization in public policies, environmental, and in international finance. He also holds a degree in Civil Engineering, a diploma in structuring infrastructure projects (PPP) and a certificate in “Financial Analysis”.
He speaks fluent French, English, Chinese, Wolof and has notions of Portuguese.He has lived and worked in Africa, Asia, Europe and America.
